What Dholera SIR actually means

SIR stands for Special Investment Region. So Dholera SIR is the Dholera Special Investment Region, a planned greenfield city being developed from the ground up rather than grown out of an existing town. It is often called Dholera Smart City because it is designed around modern utilities, wide roads, planned zoning and a central technology backbone.

A Special Investment Region is a legal designation under Gujarat's Special Investment Region Act, 2009. It gives a defined area its own development authority, its own master plan and a single-window framework meant to attract large industrial and residential investment. Dholera is the first and largest such region in the state, according to the National Industrial Corridor Development Corporation (NICDC).

DSIRDA

The Dholera Special Investment Region Development Authority (DSIRDA) is the regional development authority set up under the SIR Act. It handles planning and development of the region and administers government land, per the Dholera government portal. In short, DSIRDA is the planning authority and DICDL is the delivery vehicle.

Why Dholera SIR matters

Dholera is positioned as India's first purpose-built greenfield smart city at this scale, and it has begun attracting anchor industry. It has been widely described as India's emerging semiconductor hub, with a major fabrication project by Tata Electronics in partnership with PSMC under construction in the region, per multiple reports including Wikipedia and industry coverage.

Alongside manufacturing, the nearby Dholera Solar Park is one of India's larger renewable energy efforts, with capacity being commissioned in stages toward a multi-gigawatt target, per Dholera Times.
